We recently spoke to a Public Information Officer in District 9, who informed us that the real estate department is in the process of finalizing right of way plans, and they anticipate this process will be finished by the end of the year.
As soon as the right of way plans have been finalized, right of way acquisitions will be authorized for Phase 1 of the project. This is anticipated to be sometime in the beginning of 2010. Funding for construction of Phase 1 has been secured, however a start date has not yet been established.

The state of Ohio is developing a bypass around the city of Portsmouth, OH. The plan for the new bypass is as follows: ”[The bypass] involves the design and construction of a limited-access, four-lane divided highway. The project extends from U.S. Route 52 east of Portsmouth (Wheelersburg) north to the Minford area crossing State Route 139, then west to U.S. Route 23 north of Portsmouth (Lucasville). Interchanges will be constructed at U.S. Route 52, Webster Street (State Route 140), Airport Road, Lucasville-Minford Road (County Route 28), and at U.S. Route 23.” Construction is to begin in 2011.
